  18. <p>     Although the kidnapping of Humberto Alvarez Machain, a
  19. Guadalajara gynecologist, severely strained U.S.-Mexican
  20. relations, the U.S. Supreme Court ruled that he could be tried
  21. in Los Angeles. Now, though, he has been freed by District Judge
  22. Edward Rafeedie, who ruled that there was no direct evidence
  23. that Alvarez participated in the 1985 murder of Drug Enforcement
  24. Administration operative Enrique Camarena. Alvarez admitted
  25. being in the house where Camarena was tortured and killed, but
  26. a Mexican policeman reported to the American FBI that another
  27. physician had also been there. Mexican President Salinas hailed
  28. Alvarez's release as a "correction of an insult to law."
